What grit should a beginner buy?

Most beginners do well with a 1000/6000 combination stone: the 1000 side restores the edge and the 6000 side finishes it. If your knives are chipped, add a coarser stone first.

Do I need to soak the stone?

It depends on the stone. Some are designed to be splashed and used right away; others are soaked. Follow the instructions in the product listing or from the maker.

Whetstone or honing steel?

A steel realigns an edge between sharpenings; a whetstone actually removes metal to make a new edge. You may want both.
